The auction is open to buyers who:
  • passed identification and accreditation on the Exchange;
  • transferred the collateral for all lots, for which the buyer wishes to take part in the auction, and the registration fee to the Exchange’s current bank account before 18:00 of the working day preceding the day of the auction;
  • received a login and password for access to ITS “UICE-online”;
  • submitted a relevant application for participation in the auction through ITS “UICE-online”.
In case the buyer does not pass the identification and accreditation on the Exchange and / or the buyer does not ensure the availability of the amount of collateral on the current bank account of the Exchange, the buyer is not allowed to participate in the auction.
The deadline for receipt of documents from buyers – 3 working days before the auction. The documents submitted for accreditation are considered by the Exchange within 3 days from the date of their receipt, as a result of which a decision is made to accredit the buyer or deny his accreditation. The Exchange notifies the buyer about the decision by sending a written or electronic notification of accreditation or denial of accreditation, as well as providing the accredited buyer with a login and password to access the ITS “UICE-online”.
Payment by buyers of collateral (20% of the initial value of commemorative coins of Ukraine, souvenirs and related products), and registration fees (UAH 51.00), is made to the current bank account of the Exchange:

Registration of accredited participants in the auction:
Registration of accredited participants in the auction (participants who has a login and password to access the ITS “UICE-online”) is carried out using an electronic signature as well as acceptance by buyers of the seller’s offer in the ITS “UICE-online”:
RSA key (Exchange RSA algorithm)(recommended);
(RSA key (Exchange RSA algorithm) is generated by the auction participants using ITS “UICE-online” “(instructions on formation and registration of the RSA key in ITS “UICE-online”, and also registration of the participant in auction);
QES (qualified electronic signature).
If technically possible, the auction participants and the Exchange may use the QES to participate in the auction, make transactions, as well as sign the Sales Contract of commemorative coins of Ukraine, souvenirs and related products (Annex 6 to the Regulations) ((instructions for registration of QES is in the ITS “UICE-online”, as well as registration of participants in the auction).
The usage of the QES is considered an analogue of a handwritten signature. The usage of the QES by the auction participants and the Exchange is provided by the technical capabilities of the user complex of ЦСК “ІІТ Користувач ЦСК-1”. which is integrated into the ITS “UICE-online.

To provide the Exchange with the documents required for identification and accreditation in electronic form (using QES), you can use the “Accreditation Online” service. In order to perform this action please DOWNLOAD and install the installation package of the ITS “UICE-online” (includes the plug-in Microsoft Silverlight), open the page “Accreditation online” (the link of the “Accreditation online” is on the front page of the ITS “UICE-online” under the user authorization form).

The Exchange has the right to demand additional documents from buyers required for the participation in the auction in order to perform the functions of the subject of primary financial monitoring in accordance with the Law of “On Prevention and Counteraction to Legalization (Laundering) of the Proceeds of Crime or Terrorist Financing and Financing Proliferation of Weapons of Mass Destruction” (with as amendments), as well as other documents in accordance with the requirements of the current legislation.

  • Certified Application for accreditation (Appendix 5 to the Regulation);
  • Certified copy of the Statute (or other document confirming the existence of a registered Statute);
  • Certified copy of an extract from the National State Registry of Ukrainian Enterprises and Organizations (or another document confirming the registration of a legal entity);
  • Certified copy of the document in the form of a certificate or information from EDRPOU (if any);
  • Certified copy of the Extract from the register of VAT payers (in case of registration of a legal entity as a VAT payer);
  • Certified copy of the Extract from the register of single tax payers (in case of registration of a legal entity as a single tax payer);
  • Certified copy of the document confirming the powers of the head of the legal entity;
  • Certified Copies of the passport and certificate of assignment of the identification code (registration number of the taxpayer’s registration card) of the head of the legal entity;
  • • Certified copy of the power of attorney (Appendix 4 to the Regulation) or other document for an authorized person who represents to a legal entity and determines its powers within the auction (the right to participate in the auction, perform operations in the ITS “UICE-online”, sign documents following the results auction, etc.);
  • Certified copies of passport and certificate of assignment of an identification code (registration number of a taxpayer account) of an authorized person.
